What Casar Plans to Say

His prepared remarks include a warning about the stakes involved. He plans to say that too many people are trying to win a race where millions or billions of lives could be lost at the end.
Casar will argue that no country can truly win an AI arms race. He believes the shared goal should be to stop the race entirely.
His comments come after concern grew among lawmakers about fast-moving AI technology. Three executives at major AI labs recently called for a slowdown in development.

Trump's Stance on AI Regulation
President Trump has taken a different approach. He has said he supports rapid AI development and worries that slowing down could let China take the lead in the technology.
On Monday, Trump wrote on social media that AI does not need more government rules. He said a strong president provides all the oversight needed.
Trump is scheduled to meet with Chinese President Xi Jinping later this month. AI is expected to be part of their discussion.
Casar also plans to say that the United Nations General Assembly meeting next week should be used to start building international agreement on AI rules. He called it a top priority for the US.
Earlier this month, Casar announced plans to introduce a bill with Sanders. The bill would pause development of advanced AI until a government review process is created.
The bill would also ban superintelligence, a term used to describe AI systems that far exceed human thinking ability. Details on timing for the bill have not been released.
Casar is not the only lawmaker pushing this issue. Rep. Yassamin Ansari of Arizona has also urged the Trump administration to lead an international effort on global AI rules.
